Book excerpt: The purpose of the Contingency Pest Management Guide is to provide basic information on using pesticides to control insects that transmit disease and other pests during deployment situations worldwide. Use pesticides only as part of an integrated pest management (IPM) program. IPM is an approach that combines a variety of pest management methods--including physical, mechanical, educational, biological and chemical--to prevent medical injury or economic damage from pests and disease vectors. This Guide is not intended to be a substitute for the instructions found on all pesticide labels. Remember, when applying pesticides around U.S. personnel or as part of a U.S. operation, the pesticide label is the law. This guide is intended to assist DoD service members, civilians and contract personnel plan for and perform best pest management practices during contingency operations in the absence of a formalized Theater or an installation/base camp approved IPM Plan. When such a plan exists, that document takes precedence over this technical guide. Commanders are responsible for implementing a pest management program to include a pest management plan, and a plan should be written and implemented for any operation that is expected to endure for an extended period.
