Book excerpt: In 1988, the Department of Defense (DOD) spent about $755 million to operate 271 oversea schools attended by over 150,000 students who are dependents of military and DOD civilian personnel located overseas. Although the system generally has well-qualified teachers and good facilities in recent years parents have raised a variety of concerns about the perceived lack of influence over school policies and operations. In response, the House Armed Services Committee directed GAO to study the strengths and weakness of these school. GAO was to determine (1) the adequacy of information used by DOD to assess the quality of education provided by the DOD schools. (2) the responsiveness of the system parental concerns. (3) the status of drug and alcohol abuse prevention effects and (4) the status of efforts to correct physical deficiencies in school facilities.
