The Editor's aim has been to give a complete series of reports of all Rating Appeals heard before the Court of Appeal and the Queen's Bench Division (whether such appeals related to property within or without the metropolis), and of the cases heard before the London Quarter Sessions during the last three years; together with a report of the decisions recently given by the House of Lords with reference to the rating of the sewers and sewage works vested in the London County Council. It is probably true that no case having as far-reaching consequences has been decided by any Court since the House of Lords decided the Mersey Docks Cases in 1865. The principles now laid down by the House of Lords will govern the rating of all property occupied for "public purposes" and vested in municipal corporations and other local authorities, whether that property consist of sewage works, gas or water works, schools, libraries, town halls, baths, workhouses, or any buildings or offices used for the purposes of Local Government. Practically the whole of the modern Case Law dealing with the rating of such property will be found in this Volume and the "Reports of Rating Appeals, 1886 - 1890."
