Book excerpt: Abstract: An evaluation for nutrition program decision-makers identified and synthesized existing data on school nutrition programs, identified factors influencing program participation, developed statistical models for forecasting participation rates, assessed the impact of programs on students and their families, and ascertained whether existing benefit levels were appropriate to participants' needs. This evaluation determined that the School Lunch Program (SLP) serves all students, even though it provides benefits to substantial numbers of poor students. The School Breakfast Program (SBP) primarily serves the poor, and is predominantly located in low income areas and provides mostly free meals. It was found that both programs function more as food than income supplementation programs; both program operations are probably more efficient than providing cash supplements when striving for food supplementation goals. While the SLP provides lunches superior to nonparticipant lunches, the SBP is superior only in the milk-related nutrients and should, hence, be examined and improved. (wz).
