Book excerpt: Determining a more effective approach to supporting the development of democratic political parties is one of the priority challenges facing democracy assistance providers. In this essay the author proposes alternative approaches to assessing the problems in developing party systems and designing interventions to address those problems. Rather than viewing parties as institutions, and as the beneficiaries of assistance, parties in a democracy should be seen as a media or tool through which citizens express their will in government, while citizens should be viewed as the primary beneficiaries of party assistance. This alternative analytical frame will provide more accurate problem identification and result in more effective programs.
