Book excerpt: This study has been commissioned to examine alternative long-term funding strategies and allocation and approval mechanisms for capital projects in the Ontario education sector. After the introduction, this report analyzes the need for new pupil places in the province over the period 1996 to 2021, along with the cost of providing such places. This is followed by discussion of the demand for capital for facility renewal or replacement, an analysis of the current capital grant approval process and alternative approval models, and identification of strategies to utilize schools more effectively and for reducing building and site costs. The final three chapters examine alternatives for financing of the capital funds required, including private source financing, the design-build-finance-operate concept, and alternative revenue sources for school development. Appendices include demographic profiles and supporting calculations.
