The regulatory and legal platform regulating the innovative activity of economic and social entities has been systematized. The article presents a toolkit for the assessment of the effectiveness of the country's innovation infrastructure entities - science and technology parks and technology transfer centers - based on the author's method of equity coefficients. The analysis of the effectiveness of the innovative infrastructure entities is carried out. A number of problematic issues have been identified and solutions have been proposed to improve the functioning of the infrastructure innovation system of the Republic of Belarus.
