Book excerpt: This report presents the results of an analysis of the Seasonal High Water Line (SHWL) position database computed from the beach profile data surveyed by the Office of Beaches and Coastal Systems (OBCS) of the Florida Department of Environmental Protection (FDEP) over a period extending from the 1970's to the 1999's. Although the shoreline positions are based on the location of the Mean High Water (MHW), the reference elevation used by OBCS of the FDEP for some regulatory purposes is the so-called Seasonal High Water (SHW) elevation, which is defined as an elevation of 1.5 times the mean tidal range above the MHW elevation. The rationale for considering SHW elevation rather than the MHW elevation is that the SHW elevation is higher than MHW elevation resulting in the SHW position being located further inland than the MHW location on a beach profile, such that the changes in SHW positions would correspond more to the long term shoreline change rate and less to the individual storms and seasonal fluctuations. A graph of the SHW elevation for the 24 coastal counties of Florida is presented in Figure l.
