Member states are trying to reduce waste disposal by means of landfill and incineration. Council Directive 1999/31/EC on the landfill of waste lays down strict requirements for landfill construction and operation, and sets demanding national targets for the reduction of biodegradable municipal waste going to landfill. This report examines the implementation of the directive at regional and local level, and identifies some of the reasons for success and problems encountered. Whilst there has been progress, only just over half of landfill sites comply with the directive's requirements. Compliance is still viewed as a long and burdensome process. The annexes include examples of best practice, and a statistical appendix contains the data provided in response to the Committee's questionnaire.
