The following paper is the result of a study of school administration in its immediate relation to municipal govern ment. No attempt has been made to treat the subject from an historical point of view, except in so far as was necessary to explain present conditions, and reference has been made to foreign school systems only when such reference served to suggest possible improvements in our own.
