At top, a deputy sheriff stands outside a house and handcuffs a woman who sits on the ground. He yells at her "If you don't get away from the door I'll smash your brains out. I don't give a d-- for the city marshall." The woman exclaims "I will not give up the horse until you show the proper papers." The sheriff is grabbing the woman by the arm, and has a bottle of "old bourbon" in his coat pocket. Below is a scene in the deputy sheriffs office. Sheriff Sprague is seen showing two gentleman the door. He tells them "I would take a deputy sheriffs word, in preferance to the oath of six citizens." Deputy sheriffs Earle, Russell and Goule are all seen in the background, Earle seen standing and smoking a cigar. Below the bottom image reads "High sheriff Sprague's style of treatment to litigants who request him to perform a sworn offician duty. Modern political ring progress--downward."
