Book excerpt: "A traffic records system consists of data about a State's roadway transportation network and people and vehicles that use it. The six primary components of a State traffic records system are: Crash, Driver, Vehicle, Roadway, Citation/Adjudication, and Injury Surveillance. These components address driver demographics, licensure, behavior and sanctions; vehicle, types, configurations, and usage; engineering, education, enforcement measures; crash-related medical issues and actions; and how they affect traffic highway safety. Quality traffic records data exhibiting the six primary data quality attributes -- timeliness, accuracy, completeness, uniformity, integration, and accessibility -- is necessary to improve traffic safety and effectively manage the motor vehicle transportation network, at the Federal, State, and local levels. . . . Congress has recognized the benefit of independent peer reviews for State traffic records data systems. These assessment help States identify areas of high performance and areas in need of improvement in addition to fostering greater collaboration among data systems" (page 6).
