Book excerpt: This comparative study of disability assessment methods analyses the criteria governing the granting of benefits for people with disabilities in 22 Council of Europe member states, and highlights the need for greater cross-border communication and harmonisation. Four basic assessment approaches are identified and examined: Barema methods, care needs assessment, functional capacity determination and economic loss estimation. It also describes the role of multidisciplinary teams in determining the allocation of allowances and personal assistance, particularly in evaluating an individual's potential for professional and social rehabilitation and reintegration.
