The Convention came into force on 17 May 2004. Australia ratified it on 20 May 2004 and became a party on 18 August 2004. Parties to the Convention are required to develop, and to endeavour to put into practice, a National Implementation Plan (NIP) setting out how they will implement their obligations under the Convention.
