The people that were involved in the Civil Rights Movement decided that this was the best way to move Blacks as a group forward. This had never been attempted in America. There was no blue print.The nation is fifty years into the experiment, so it is time to take a cold, hard look at the outcomes of the Black community to determine if the experiment has been effective. In order to determine the effectiveness we need to examine the outcomes for the group. Progress can not be measured by the exceptions but by the rule. If a few Blacks have progressed and the majority have not, then the nation has to reevaluate this policy.
