Book excerpt: The object of this paper is to argue that the real question to be asked in this context is: was Nietzsche a political philosopher in the first place9 I shall be arguing that he was not, and consequently that he should not be read as one. His philosophy is what could best be termed as a philosophy of culture, and his treatment of politics is to be read within this context. When one reads it as such, one will find no political ambivalence or inconsistency, for Nietzsche is quite consistent in his treatment of politics in light of and in the context of a philosophy of culture. This treatment is one of 'means to an end', where different politics are appraised and addressed in so far as they bear on the cultivation and propagation of high culture and its exemplars. His philosophy of culture is not for the masses, nor is it aimed at identifying the 'right' political system of governance; rather, it is one aimed at the propagation of a cultured few.
