Book excerpt: A feasibility study to determine the desirability of replacing the 44 year old navigation Lock at Tuscaloosa, Alabama was conducted by the US Army Corps of Engineers. The 95 x 460 foot Lock chamber forces tow with more than 4 barges to double (separate the barges and Lock through in two segments). This procedure is time consuming with delays of 10 hours being experienced under present conditions. Trends confirm the increasing usage of the six barge tow thus traffic delays are expected to continue to rise. A simulation model was developed to analyze system impacts of a replacement Lock at Tuscaloosa. The model consisted of a series of inter-linked computer programs whose basic components were the Tow Cost Model and the Waterway Analysis Model. The systems analyzed the Black Warrior-Tombigbee River System, The Tennessee-Tombigbee Waterway, The Tennessee River, Gulf Intracoastal Waterway, Ohio River and Lower Mississippi River. Hydropower was analyzed for a run-of-river plant to be added to the new dam. The report has a main report section which is supported by appendices for Engineering, Design, and Cost; Economics; Environmental, and Pertinent Correspondence. The EIS is also contained within the volume.
