Book excerpt: The number of individuals experiencing hunger has grown to more than 1 billion worldwide in 2009, due to the global economic crisis. International food assistance includes both emergency food aid and long-term food security programs. Due to rising food prices, increasing conflicts, poverty, and natural disasters, in 2007, a record 47 countries -- 27 in Africa -- faced food crises requiring emergency assistance. To address these emergencies, countries provide food aid as part of a humanitarian response to address acute hunger through either in-kind donations of food or cash donations. This report: updates U.S. agencies' responses to previous international food assistance recommendations; and identifies potential oversight questions for Congress. Illustrations.
