Each road was opened and maintained by an Overseer of Highways appointed by the Gentlemen Justices yearly. He was usually assigned all the "Labouring Male Tithables" living on or near the road for this purpose. These individuals then furnished their own tools, wagons, and teams and were required to labor for six days each year on the roads"--Leaf [1].
