Book excerpt: This work will be focused, in part, on the analysis of the Colombian political culture in order to unclothe the shortages and advantages of the Colombian political system, since renewed institutions and great democratic tenets are not enough to achieve a democratic regime. Rather, it might be necessary to develop some basic requirements such as political attitudes, decision making mechanisms, or articulated systems to facilitate the relationships between governments and citizens. Another great debate is focused on the multiethnic character of the Colombian society. Colombia finds itself in a process of multiethnic development where the society reveals itself as being far more complex at any political, cultural, social or economic level. Furthermore, Colombian ethnic groups are also long way off from being homogeneous. Questions such as how to articulate the national project with ethnic development or individual rights with indigenous people rights take now the floor. For instance still unresolved the harmonization of national economic needs with nature and technology, especially where indigenous Resguardos are at stake.
