Book excerpt: Excerpt from Minutes of the Committee on Sites and Buildings of the School Board for the Boroughs of Manhattan and the Bronx, 1899 P. S. 1, for the use of a kindergarten with a very limited number of pupils, there were very nearly 700 pupils in neigh boring schools receiving but partial instruction. Mr. O'brien moved that the Committee on Studies be notified that this committee disagrees with said Committee in its Opinion, that the vacant room in new P. S. 1 should not be fitted up for the use of primary pupils, but that it should be fitted up as a kindergarten, for the reason that so many primary children are in need of school accommodation, and as the room in question can be fitted up for the accommodation of from 60 to 65 children of the lowest primary grade, the primary children should be first provided for.
