Most of the references are to periodical and pamphlet literature, but a few more extended discussions may be found in Bradford's "Commission government in American cities," 1911; MacGregor's "City government by commission," 1911; Hamilton's "Government by commission," 1911; and Woodruff's "City government by commission," 1911.
