Hawley shows that the inconsistency was the result of political tugging rather than muddy thinking by the president. He traces the patterns of conflict and compromise among the schools of thought that desired a rationalized, government-sponsored business commonwealth, those that hoped to restore and preserve a competitive system, and those that envisioned a form of democratic collectivism in which the monopoly power of businesses would be transferred to the state.
